    Government agencies that use Microsoft Exchange Server 2010 Enterprise as their email client have two options when deciding on the required client access licenses (CALs). CALs are available as User CALs and Device CALs. One other the other will be needed to give users access to the server. Device CALs are assigned to a computer rather than an employee. When a new employee is hired, his email credentials are installed on the computer. If an employee leaves the agency or is reassigned, the device license stays in place and a new hire who uses the computer will simply have their email credentials installed on the computer with the device license. Note that this device license does not need to be assigned to a PC. If the company uses laptops exclusively for example, the license would be assigned to the laptop. The employee would not have access to their email using multiple devices, instead, access is limited to the device with the license. This device license is priced under the Microsoft Open Government program that offers reduced software costs and is designed for agencies that have between two and 250 computers. This is a perpetual license in the Microsoft Volume Licensing program and the term is two years.
