Windows Server 2019 licensing model
This product is a license for a Microsoft Windows Server 2016 Remote Desktop User CAL for Microsoft Windows Server 2019 (sold separately) that allows a device to connect to your server remotely.
Each user and device accessing a licensed Windows Server Standard, Datacenter or Multipoint edition require a Windows Server CAL, or a Windows Server and a RDS CAL.
The Windows Server 2019 licensing model includes both Cores + Client Access Licenses (CALs).
Access to server
A Windows Server CAL allows access to any edition of Windows Server of the same or earlier version.
Access to multiple licenses
Each Window Server CAL provides access to multiple licenses of Windows Server.
After the General Availability of Windows Server 2019, the business model for Standard and Datacenter editions will transition from processor-based to corebased licensing.
|Editions||Licensing model||CAL requirements*|
|Windows Server 2019 Datacenter||Core-based||Windows Server CAL|
|Windows Server 2019 Standard||Core-based||Windows Server CAL|
|Windows Server 2019 Essentials||Processor-based||No CAL required|
|Windows Server 2019 MultiPoint Premium Server||Processor-based||Windows Server CAL+ Remote Desktop Services CAL|
|Windows Storage Server 2019||Processor-based||No CAL required|
|Microsoft Hyper-V Server 2019||NA||NA|
* Some additional or advanced functionality such as Remote Desktop Services or Active Directory Rights Management Services will continue to require the purchase of an additive CAL.
Azure Hybrid Use Benefit

We are actively rolling out Microsoft Windows Server 2019 Single Device Cal - Open License as it's launch coincides with our clients refresh cycle. Have had no issues whatsoever, installation and configuration are easier than ever. I have been playing around with tech previews for quite awhile prior to launch and have tested it extensively. Best MS Server product yet. I especially appreciate the large number of improvements and new features. Nested virtualization and hot adds are seriously hot but Linux Secure Boot for the win!
Microsoft Windows Server 2019 Single Device Cal - Open License is building on its rich set of features of previous versions and adding Secure Boot, Shielded VMs, Storage Spaces Direct, Nested Virtualization, Hyper-V Hot-Add, PowerShell Direct to be the server for so many different types of workloads. On-prem or in Azure it is built for now and the future. 2019 contains many improvements to Hyper-V, which has emerged as a viable and cost-effective solution to the over priced Hypervisors out there.
The feature of Hyper-V hot-add virtual hardware will reduce downtime for the customer and is a huge time saver for the administrator. No more coordinating with the customer to get some downtime to just add memory. This can now be done while the server is running. Great job Microsoft, thank you for making the server administrator's job a little easier with this operating system.
